How Allow an Editor or Author to Manage Leaky Paywall Settings

You can allow other users besides admins to edit and manage Leaky Paywall settings and subscribers.  By default, Leaky Paywall uses the "manage_options" WordPress capability.  Using the filter "manage_leaky_paywall_settings" you can adjust this to any WordPress capability you want.  Below is a code example you could add to your theme's functions.php file or a functionality plugin.
